Presidio Parkway Project

The Presidio Parkway Project was a successful public-private partnership (P3) for reconstructing and improving the Doyle Drive section of U.S. Route 101 in San Francisco. Initiated due to concerns regarding structural integrity and seismic safety, the outdated and congested roadway required modernization.

The project's primary objectives were to enhance traffic flow, improve safety, and better connect the Presidio of San Francisco with surrounding neighborhoods and destinations. Achieving these goals involved replacing the existing roadway with a new, earthquake-resistant viaduct and tunnel system, along with improvements to nearby streets, intersections, and public spaces.

Golden Link Concessionaire, LLC, a private consortium, was selected to undertake the Presidio Parkway Project as a P3. Over a 30-year concession period, the consortium was responsible for designing, building, financing, operating, and maintaining the new roadway. This P3 approach leveraged private sector expertise and financing to deliver the project more efficiently and cost-effectively.

Construction on the Presidio Parkway Project commenced in 2009 and reached completion in 2015, with the new roadway opening to traffic in July of that year. The project achieved its objectives, successfully improving safety, reducing congestion, and enhancing the aesthetic and environmental quality of the area. It serves as a notable example of a well-executed P3 delivery.

The project's cost totaled approximately $1.4 billion and was financed through a combination of federal, state, and local sources. Funding came from federal loans, grants from the State of California, and contributions from the San Francisco County Transportation Authority and other local agencies. The P3 structure allowed the private consortium to provide a portion of the project's funding, reducing the reliance on public financing.

It is important to recognize that the Presidio Parkway Project involved complex engineering and construction challenges. Additionally, extensive community engagement and environmental mitigation efforts were essential components of the project's success. Completed within budget and on schedule, the project received widespread acclaim for modernizing a globally-recognized landmark.
